Used Chinese EV Battery SoH, UN38.3 & Customs Documents: B2B Export Checklist
Battery SoH and Export Paperwork for Used Chinese EVs: What Wholesalers Must Send With the Car
If you only check paint and mileage on a used EV, you will lose money. Battery is the resale. This is the checklist we use in Guangzhou before anything goes on a RoRo or container.
SoH basics without the lab jargon
SoH = remaining usable capacity ÷ original rated capacity. A 75 kWh pack reading 82% SoH has roughly 61.5 kWh effective. For wholesale we report SoH, cell-voltage spread, internal resistance trend, thermal-loop status and fast-charge history. OBD quick read is for screening only; final export report should come from calibrated equipment or third-party lab.
Rough market thresholds (always confirm with destination rules and buyer contract):
Europe/WVTA: heavy tenders: often ≥80% and accredited lab report.
Ethiopia: used pure-EV only, age rules, battery report for older vehicles; some references cite ≥70–80% depending on age/authority—confirm current rules.
Middle East/GCC: GSO basis, many buyers negotiate ≥70–80% by vehicle class; SUVs preferred, heat test mandatory.
Africa: no uniform SOH law; no swelling/leakage, no water/accident damage; SONCAP/PVoC/COC by country; SGS-type report speeds trust.
Central Asia: winter range matters, low-temp BMS and thermal management review; no single SOH number across all countries.
Our 6-step pre-export battery check
OBD screen: SOC, estimated SoH, fault codes, cycle count.
Pack label + VIN match: supplier name, chemistry, serial, manufacture date.
Capacity test: partial/Full according to available equipment; report ambient temperature and method.
Cell consistency: voltage differential, temperature spread, balancing faults.
Thermal/cooling: coolant, chiller, heater, leak check—critical for GCC and Central Asia.
Safety exclusion: swelling, electrolyte smell, water ingress, repaired BMS, salvage title.
Transport & dangerous-goods documents
Used BEVs moved by sea are generally treated under lithium-battery dangerous-goods rules; full EVs are often referenced as UN3556 in current IMDG practice, 9 classes, with UN38.3 test summary, MSDS/SDS, DG declaration and carrier-specific SOC limits. Container stock may be required to keep SOC low (many carriers 20–30%, some tighter); swollen or damaged packs are normally rejected.
Document pack we prepare per order:
Commercial invoice, packing list, export declaration, title transfer/deregistration proof
Battery specification sheet: chemistry, capacity, voltage, cell vs pack supplier, CATL confirmation only if verified
UN38.3 test summary (or OEM equivalent transport safety data)
MSDS/SDS, DG declaration, lithium battery handling marks for container
Independent SoH report (SGS/TÜV/Chinese CMA-CNAS lab, depending on route)
Charging standard confirmation: GB/T native; CCS2/Type2/CHAdeMO target with adapter plan
Country quick table for B2B buyers
UAE/Saudi/Jordan: GSO/WVTA alignment, left-hand, SUV bias, cooling check; Jordan JSMO SOH commonly around 70–75% for used EV discussions but confirm current import rule.
Nigeria/Kenya/Ghana/Ethiopia: SONCAP/PVoC/COC depending on country; Ethiopia pure-EV-only with battery report rules; no uniform SOH across West Africa.
Kazakhstan/Uzbekistan: land route, cold-weather BMS, LFP city cars + ternary long-range mix.
Thailand/Malaysia/Vietnam: CCS2 target, SOH contract-based, fleet compliance stronger in Thailand/Malaysia, price-sensitive in emerging SEA channels.
Common mistakes that get cars rejected
Labeling “CATL” from a listing instead of pack label.
Using dashboard range as SoH proof.
Shipping with SOC above carrier limit or without UN38.3 summary.
Mixing GB/T cars into a CCS2 market without adapter/spare part plan.
